Background Informations:
On 3 November 2006, the State Post Bureau issued a one-piece
set of commemorative stamp, entitled "Beijing Summit of Forum on China-Africa Cooperation", with a total face value of 0.8yuan. The picture on the stamp are named "Beijing Summit of Forum on China-Africa Cooperation".
The year 2006 marks the 50th anniversary of the establishment of diplomatic relations between the People's Republic of China-Africa Cooperation Forum and its 3rd Ministerial Conference was held from November 3 to 5 in 2006,to strengthen traditional friendship and cooperation between China and Africa.The Summit is of the largest scale and highest rank,attended by the most African leaders in China-Africa relations,and collective action of two ancient civilizations for building a harmonious world.Chinese leaders and heads of state or repersentatives of 48 African countries met to discuss the China-Africa friendship,major issues of cooperation and the prospect of future development.Focusing on the theme of "friendship,peace,cooperation and development",the Summit adopted the Declaration of the Beijing Summit of China-Africa Forum and Beijing Action Plan(2007-2009),proclaiming the establishment of a new type of China-Africa strategic partnership,and making an overall three-year cooperation plan between the two sides.The Beijing Summit has enhanced traditional friendship and generated new notive force for friendly cooperation between China and Africa.China put forward eight measures to strengthen pragmatic cooperation with African countries,promoting the establishment of the mechanism of China-Africa cooperation forum,developing new ideas ofr South-South Cooperation,fortifying the resolve of China-Africa friendship ofr generations to come,and setting a new milestone of cooperation between the two sides.
The China-Africa Cooperation Forum(CACF)was established in October 2000,based on the proposals of China and African countries.Since the launch of CACF,two ministerial conferences had been held in Beijing and Addis Ababa,capital of the Federal Democratic Republic of Ethiopia. Featuring pragmaic cooperation,equality and mutual benefit,the CACF is an important mechanism for collective dialogue and pragmatic cooperation between China and friendly countries in Africa,as well as for cooperation between developing countries in the realm of South-South Cooperation.In recent year,within the framework of the China-Africa Forum,the Chinese side has reduced or exempted the debts owed to China by 31 Heavily Indebted Poor Countries and Least Developed Countries in Africa by 10.9 billion yuan,offered zero tariff to 190 commodities exported to China from 30 Least Developed Countries in Africa and trained over 14,600 people for Africa.Sixteen African countries have become destinations of Chinese tourists.The annual bilateral trade volume hit US$39.8 billion in 2005.
